Our goal in Mississippi is seamless government - making government information and services readily available to all Mississippi citizens at all times in a way that emphasizes government as an "enterprise," not a bureaucracy. Government as an "enterprise" (statewide services across all governmental entities) is seen as a service provider that is centered on the needs of citizens and businesses, not the political and organizational infrastructure. The state portal, Mississippi.gov, is our first step towards seamless government.
Mississippi.gov or MS.gov is expected to be the entryway to E-Government in Mississippi for citizens, businesses, and state employees. The portal features links to all state government web sites, some local government web sites, and some non-government web sites arranged in an intention-based approach. Mississippi.gov, the second generation of the State of Mississippi portal, went on-line November 16, 2001.
Mississippi.gov strives to serve all citizens by providing a site that moves well beyond the minimal accessibility requirements mandated by the Federal government. Rather than segmenting users across two different sites, one graphical and one text-based, the Mississippi portal is constructed as a single, graphically rich site that has been optimized to work well with screen reader technology. Mississippi.gov was created as a part of Mississippi's Enterprise E-Government Project and was funded by a one-time expenditure by the Mississippi Department of Information Technology Services (ITS) as authorized by the Mississippi Legislature. ITS recognizes that the ability to obtain government services through nontraditional electronic means, enabling access to government information, and the completion of government transactions on-line offers potential to reshape the public sector and build relationships between citizens and the government.
The foundation for Mississippi.gov was laid by cross-agency, public and private task forces with support from agency executives, the Governor and other elected officials. In order for Mississippi.gov's content to remain relevant to the people it serves, it is imperative that the same cross agency, public and private sector collaboration that created it continues into its future phases. To encourage this view of Mississippi.gov, the Mississippi Legislature passed House Concurrent Resolution 103 during its 2002 regular session.
